Accountability Alert: SERAP Calls for Transparency in FAAC Allocations
The Socio-Economic Rights and Accountability Project (SERAP) has issued a stern call to Nigeria’s 36 state governors and the Minister of the Federal Capital Territory (FCT), Nyesom Wike, urging them to provide a thorough account of the spending of Federal Account Allocation Committee (FAAC) allocations since 2019. SERAP also demands the publication of documents detailing the utilization of FAAC allocations received by states and the FCT since 1999.
The FAAC is responsible for allocating funds to states and the Federal Government of Nigeria, ensuring equitable distribution of resources across the country. With reports indicating a disbursement of N1.123 trillion to federal, state, and local governments for March 2024 alone, SERAP underscores the critical need for transparency and accountability in the management of these allocations.
In a Freedom of Information inquiry dated April 20, 2024, and signed by its Deputy Director, Kolawole Oluwadare, SERAP emphasized the importance of transparency in government spending to empower citizens and safeguard their rights. The organization expressed concern that trillions of FAAC allocations may have been misappropriated, directly impacting the well-being of socially and economically vulnerable Nigerians.
SERAP called for the immediate publication of documents detailing the utilization of FAAC allocations, including evidence of projects completed, their locations, and completion reports. Additionally, the organization requested information on salaries, pensions, and expenditures related to healthcare and education infrastructure.
Failure to comply with these requests within seven days may prompt SERAP to pursue legal action to compel transparency and accountability. The organization emphasizes that secrecy in spending FAAC allocations is incompatible with Nigeria’s constitution and international anti-corruption obligations, depriving citizens of their right to know how public funds are utilized.
In light of increased FAAC allocations, SERAP stresses the urgency of addressing poverty and improving access to essential services for millions of Nigerians. Transparency in government spending is essential for fostering trust, enhancing citizen engagement, and promoting good governance.
